1. Open your icon. For this tutorial, mine is 95x95.
2. Duplicate the Background Layer.
3. Set the properties of the duplicated layer to Color at 60% opacity.
4. Using the Saturation Brush (the brush), right-click all over the image. It should look like this:
5. Duplicate the Copy of Background Layer, and drag it on top of the Background Layer, but below the Copy of Background Layer.
6. Set the Copy (2) of Background Layer's properties to Normal at 40% opacity. Using the Change to Target Brush (the brush), color the entire image with #84f62e.
